Specific Details of the Scout Achievement Center :

•  26,500 square foot building

•  Self-contained state of the art Conference Center accommodating 200 or more people but designed to flexibly serve smaller groups.

•  Parking area that is heavily landscaped and attractive to drivers by on Reading Road as well as visitors to the Scout Achievement Center and the Gorman Heritage Farm. The lot will hold 167 parking spaces and be large enough to allow for the parking of visiting school buses to the Gorman Heritage Farm.

•  Catering Kitchen

•  Retail Operation and a new one of a kind Scout Shop

•  Business offices with flexible conference space

•  A stately entry from Reading Road and driveway that emphasizes the working relationship between the Gorman Heritage Farm and Scouting.

Other Possible Building Features:

•  Scout Museum

•  Scout Reverent Room

•  Wireless Internet Availability

•  Large Multi-purpose room for activities, events, and dining.

 

Identification of Factors In An Ideal Service Center :

During meetings, trips and discussions with volunteers, the committee developed a list of key factors that would define our ideal Scout Service Center .

Factor #1: Conference space for Volunteer Education and Training.
A series of multi-purpose, dividable conference rooms could facilitate volunteer trainings during the day and evening. Such rooms could also host large council gatherings and small courts of honor. These volunteer education rooms would sectioned in a portion of the building by which they would be accessible by volunteers in the evenings and on weekends while the rest of the building is locked. The rooms would serve as available space for volunteers and staff to meet during the day. Audiovisual equipment would be included to accommodate virtually any training or presentation need.
Factor #2: Large, well-stocked Scout Store.
Store space would be greatly expanded beyond that which we have now to allow for a full display and stocking of materials and merchandise available to volunteers and parents. Fitting rooms and product display space would be built into the plan. Consideration would be given to operation of the scout shop by the council, rather than by national BSA, to improve control and enhance revenue for the council.
Factor #3: Geographic location in near the population center of the council.
Drive time can averaged to 30 minutes or less for more than __% of the council's families by locating in the area near I-75 and Cross-County Highway . This would permit the new service center to truly become accessible and usable for a far larger segment of the council than the present center while still allowing the closure of the expensive Fairfield Scout Shop.
Factor #4: Easy access to the Interstate.
A location that can be seen from, or is off a major exit of, the freeway will simplify directions to and elevate comfort of use of the service center by busy families and individual volunteers. A prominent location on a major thoroughfare will also place a high-quality, visible symbol of scouting in the public eye.
Factor #5: An auditorium or large meeting room for volunteer rallies.
A scout service center should be a resource to the council's districts, units and families. Rooms of sufficient size to host large meetings and awards ceremonies will ensure use of the facility by those we are charged to serve. The more that volunteers and families benefit from use the service center, the more impactful it will be as a landmark and icon of the council. Meeting rooms and auditoriums could also be made available to other community groups as space and scheduling allow.
Factor #6: Parking for 200+ cars.
In order for any building to be utilized by those that will, there must be sufficient safe and accessible parking. A large surface area is needed to accommodate construction of affordable parking.
Factor #7: Resource Room for Volunteers.
A resource room stocked with program materials, forms, training materials, and other important written and recorded information can be one of the most cost-efficient benefits to meet the needs of individual volunteers. Effective resource rooms are constructed much like a small library with computers, display racks, audio-video stations and plenty of open tables and chairs. A good resource room can handle many informational needs with minimal staffing.
Factor #8: Outdoor space for limited ceremonies and/or programming.
A small, durable outdoor program area can provide an added draw to the new scout center incorporating the important element of the outdoors in scouting. Other scout centers have used pavilions, amphitheaters, fire rings, hiking trails, patios and decks to accomplish this purpose. Sculpable land with natural trees would be most beneficial.
Factor #9: Loading, storage and printing facilities.
The business of scouting, and much of its programming, frequently requires space and facilities for loading and unloading trucks, storing large quantities of program supplies, printed material, and even popcorn. A portion of the new scout center can be built to accommodate these needs efficiently and effectively.
Factor #10: Physical elements that remind and emphasize principles of Scouting.
The Scout Oath, Law, Motto and Slogan have outlined the qualities of scouts and scouting for nearly a hundred years. As many of these deteriorate in society as a whole, they must remain central to the development of young people in scouting. The Scout Oath can be engraved in entry halls and reception areas, the Scout Law on support posts and outdoor décor, and a simple, multi-denominational chapel can be incorporated into meeting space. Ideas such as these make the character of scouting a permanent and visible part of its physical structure.
