INTERNATIONAL SCOUTING,
Dan Beard Council, Boy Scouts of America

The International Committee is a recognized Standing Committee of the Dan Beard Council.  The Committee was formed to increase the international involvement that was already happening within the council.  The multi-faceted programs of this committee bring the advantages of participation in the World Scouting family to every Cub Scout, Boy Scout, Venturer, leader, and family in the Council.

THE LATEST NEWS

2007 World Jamboree

The 2007 World Jamboree will be held July 27-August 8, 2007 at Chelmsford, England, 30 miles north-east of London.  This will be the 100th anniversary of Scouting in the World, bringing together 40,000 Scouts, Venturers, leaders, and staff from around the world to share adventure, international friendship, personal growth, and development.  We expect that about 684 youth and 76 troop leader slots will be available to the Central Region.

Important information for all units and parents:

Unlike our National Scout Jamboree, visiting the World Scout Jamboree is very restricted. Parents and units that decide to take their own trip to England to visit the Jamboree and participate in some of the activities - may be disappointed. Please let all your units know, and especially those that submit travel permits for England, the following information:

  • The WSJ site is closed to the public, except with a special pass.

  • The passes are free, but limited.

  • A pass will allow the holder to go on a controlled, 4 hour guided tour. The tour does not go to troop campsites, and all on the tour must stay together. Since participant Scouts will be very busy with activities, it will be very unlikely that a parent will be able to see their youth. Troops visiting England on their own will not be allowed anything beyond this same 4 hour guided tour.

  • There will be no “free-wandering” visits allowed by England, mainly for security reasons, and to keep the crowd size manageable.

INTERNATIONAL CAMP STAFF PROGRAM

International Division will send each council information and applications for council participation in the 2007 International Camp Staff Program.  This program provides councils with summer camp staff from Scouting associations around the world.  Ideal candidates may be male or female, 18-30 years of age and must be registered members of their Scouting association.

If you would like to be part of this cultural opportunity, please contact your council’s Scout Executive with the information.  Since council requests for international camp staff are filled on a first come, first served basis, please encourage your council Scout Executive to fill out his application and return it to the International Division as soon as possible.

EUROPEAN CAMP STAFF

The European Camp Staff program is operated by the European Region of the World Organization of the Scout Movement.  It gives Registered members of the Boy Scouts of America ages 18-30 and are willing to work for at least 4 weeks the opportunity to serve as counselors in Scout camps and training centers in the European Region.  Accident and illness insurance and room and board are provided in camp but the counselor must pay for their personal roundtrip air transportation.  Upon completion of the camp assignment, the European Region will reimburse up to 50% of the participant’s travel expenses.

If you know of a young Scouter who meets the requirements and is interested in serving in a Scout camp in Europe, please contact Esther Scoggins at escoggin@netbsa.org for an application.

WORLD SCOUT FORUM - 2008

The World Scout Youth Forum provides a dual opportunity for young members:

·         To discuss and express their views on issues of interest to them, preparing inputs and making recommendations to the World Conference, to which the Forum is linked, and to the World Scout Committee; and

·         To develop the skills necessary to strengthen their capacity to take part in decision-making processes.

Each National Scout Organization is invited to send a delegation to the World Scout Youth Forum.  Only individuals who are members of WOSM can be delegates to the World Scout Youth Forum. The participants must be between their 18th and 26th birthdays in the year of the Forum.  The previous World Scout Youth Forum was held in Hammamet, Tunisia in 2005.  The 10th World Scout Youth Forum will be held in Iksan, Korea, July 7-10, 2008.

WORLD SCOUT CONFERENCE - 2008

The World Organization of the Scout Movement is an international, non-governmental organization which is composed of three principle parts: the World Scout Conference, the World Scout Committee, and the World Scout Bureau.  The Conference is the "general assembly" of Scouting.

It is the governing organ of the World Organization and is composed of all national members (155 countries as of September 2002).  Members of the World Organization are National Scout Organizations which have been recognized by the World Conference.  Only one organization is recognized in each country.  If more than one Scout association in a country seeks recognition, a federation is formed for purposes of national coordination and world membership.  Member organizations are represented at World Conferences by a maximum of six delegates.

Observers authorized by their National Scout Organization also are eligible to register and attend.  Delegations usually include International Commissioners, the Scouters responsible for relations with WOSM and with Scout organizations in other countries.  The Conference meets every three years.

At the Conference, members of the World Scout Committee are elected by conference delegates, and new member countries are admitted into the World Organization of the Scout Movement.  Venues for the World Scout Jamborees, the World Scout Conferences, the World Scout Youth Forum, and the World Scout Moots are selected.

The previous Conference was held in Hammamet, Tunisia, in September 2005.  The 38th World Scout Conference will be held on Jeju Island, Korea, from 14 to 18 July, 2008.

WORLD SCOUT MOOT - 2008

World Scout Moots are gatherings of members of senior branches of National Scout Associations (traditionally called Rovers) and other young adult members. Participants range in age from 18 to 26.

Moots provide an opportunity for young adults in Scouting to meet together with the objective of improving their international understanding as citizens of the world.

The 13th World Scout Moot will be in Mozambique in 2008 (dates not firm).
